Well I have a feeling I've expressed a desire to rip some stuff from N64 tiles on this site before, though when I was suggested to use a texture/sprite extractor, it only extracts what's present on-screen and it extracts to a "private" folder, i.e. one that's hidden by the system and I can only access by trying to save/load a file elsewhere.
I'm looking for something that would allow me to directly view all the textures (and thus, all the sprites as well) present in a ROM without having to load the game I want to rip in an emulator.

What you're looking for... is hard to pinpoint exactly what you want without knowing what game it is. Most games compress their files, most of those games can be decompressed with
gedecompressor, aka Universal N64 Compressor. Then you'd need to figure out what file's what, as if it isn't Zelda, you most probably don't have filenames. Then you can look through the files with
N64Rip which, as you will see, would need you to go through the same file with almost every format that it supports. Then repeat for any other file in the ROM that the decompressor spits out.

Well, the three games and their corresponding items I'm looking to rip include the following:
*Magical Tetris Challenge featuring Mickey (Tetriminos)
*Mickey's Speedway USA (Character Mugshots)
*Puyo Puyo Sun 64 (Puyo)
Not sure if the tools you described above could do any justice, but if I get in the mood I'll try out one of them.
