These sprites are actually from Phred's Cool Punch-Out 2 Turbo; Phred's Cool Punch-Out!! has different graphics (most notably that Doc Louis is still Little Mac's coach in the first hack.) The thumbnail is also blurry.
Just to check, Ueki is the only playable character and all other characters are opponents, right?

By the way, the game name is actually Ueki no Housoku: Jingi Sakuretsu! Nouryokusha Battle, with a colon instead of a dash and maybe with (JPN) at the end since it's Japan-only.
I correct myself, not all characters other than Ueki are strictly opponents. Some pending opponents have summonings.
Marco (cook guy) summons Rinko (violet-haired girl), Capucho (ice breathing guy) summons Nico (drill haired guy) and Mario (billiard ball guy), and Marilyn (blonde soldier) summons Memory (pigtailed girl laying traps).
I intend to place the summonings in the opponent sheet.

I suspect that those sprites are from the snes version, gba sprites are lighter to compensate the shitty screen of the original gba

This is intentional. When I updated the layout, I set the site to use a dynamic width of 85% with a max width of 1860px (for those curious, this width was chosen as it exactly fits 10 sheet icons per row). At 85% on the Christmas theme though, Santa was cut off so I dropped the width to 75%. You can force the width back to 85% (or any other value within the limits) by using the width override feature found on the edit profile page on any of the sites though.
