Flash Movies found in Sonic Heroes files

Recently I was digging through the Sonic Heroes files. When I found a collection of Flash Movies inside the "files" folder for some reason. Here's a quick example



For some reason I thought these were supposed to be unused 2d cutscenes. When I opened it up I found nothing.



Someone please tell me what the what is going on, when did SEGA hear about Flash?

They're not Flash movies, the extension just happens to be spl, which is also the file extension used by FutureSplash Animator, Flash's predecessor, by a pure coincidence. Filename extensions rarely tell you anything about the file itself, and the first thing one should do when diving into unknown file formats is to look at the bytes, not the filename extension.
