it's the line art that needs work.

too blocky....make everything more round and study the reference picture more carefully. his features don't match. i.e. you didn't curve his 'stache upward, the brim of his hat is bigger and rounder, his arms a smaller as they draw closer to his body, his buttons aren't simply dots, he's round, etc.
