Custom model with unknown weighting issue

So I recently tried to submit a custom model of Shroomlock from Mario Party Advance, the zip I submitted can be found here: https://drive.google.com/file/d/1kWGcGR5...sp=sharing

It was rejected for the reason that his cap and coat aren't weighted to 100% and lag behind when moving the root bone. However, no matter what I try, I cannot see this error when I re-import the model. I've imported it into both Blender 2.79 and 2.8, and in both of them I can move & rotate the root bone and it properly moves the entire model, and that's in Pose Mode too. Additionally I thought the "model checker tool" for this site detects issues like that and it doesn't detect anything with this model. The only issues initially were UV map related and I fixed those. I'm an amateur at custom rigging so I do not know how to proceed here. If someone can take a look at the model and offer advice I'd appreciate it.

Since the help category under the models section seems to be for game rips, I decided to post the thread here instead.
