Correcting effect sprites with transparency in Paint.NET

Hello.
I'm trying to get a specific effect for a sort of category of sprites. As an example, this fire effect from the GBA Fire Emblem games:

Pretty nice. But removing the background from it with 0 tolerance:

Not great. It basically has a pronounced outline. I'm trying to get that outline removed, while retaining the glow/transparency of the outer parts of the effect. That way, it can be transposed into another scene, for example.
I'm currently using Paint.NET, and I know I've been able to do something similar in the past. But it's been years since I've done any sort of work with sprites, let alone use Paint.NET. Does anyone have advice? Thanks in advance!
