I had been working on this sheet on and off for a very long time now and it was rejected when I uploaded it. What did I do wrong here and what do I fix?

The only the thing I see that needs improvement is the hair. Its too flat.

The sheet is a JPG. Please always upload the PNG version, since these won't produce artefacts.

Danny has a flat head in his own show as a result of the artstyle of the series, but it's also flat in 3D games like NASB2 or the Nicktoons Unite games. I'm trying to stay consistent with the artstyle.

Fair point, but I still think the hair could be touched up in some areas. 
Look how it appears in 2D games.

I definitely rejected it because of the hair, and said that specifically in the rejection message.

This is a great sheet. If you can fix the hair to look closer to the examples Quadfactor posted, I'll have no problem accepting this!
