I can't draw in quick strokes I'm too anal about getting the lines right, however I should be more anal about getting anatomy right.

I will teach you SPECIAL EXERCISES You'll need markers or a brushpen or something that you can't erase that has some kind of 'flow' to it also REALLY BIG PAPER. I use a3 for this. Exercise 1: draw a line of dots across the top and bottom of your page, evenly spaced. Draw straight lines between the top ones and bottom ones. Don't use a ruler or anything, obviously. Draw from the shoulder! Using your wrist for anything but very small lines will make things go sort of wiggly. Exercise 2: Draw some dots on paper , and then start joining them up. Do maybe 8 - 10 dots, with varying gaps between them. Do each line in one movement, and try to draw from your shoulder as much as possible. Exercise 3: This time you're looking at curved lines, wow! For each line, draw 3 dots. Two are the beginning and end of the line respectively, and the third shows the depth of the curve. Draw a curved line that goes through all 3 - remember; long lines mean you need to use your shoulder, not your wrist. I've been doing this fairly regularly, and while my lines still aren't super confident (the drawing I posted was a second pass over a sketch and there's still petting, go me), it's definitely helped me use fewer lines to describe something. There's nothing wrong with loose and sketchy lines if it's an educated choice, or if you're actually just at a sketch stage -- provided you can still read your sketch to actually finalise the drawing, it doesn't matter what it looks like -- but confident lines are a Very Important Skill.
