There are two methods:

#1
On the complete posting mode (click on "Add Reply" at the top or the bottom of the page) at bottom of the post there's a part called "Attachments". Just upload the file from your PC and you're good go go

- First you'll need to upload your image using a image hosting site. The three more popular around here are Photobucket (requires free registration), Imageshack and Tinypic

- After uploading, copy the image url. It should be something like this, ending either with a .gif or .png (the most recommended format), usually found under "Direct Link":

- Now on your post, add the following tag:

If you still have any doubts on the 2nd method, you can switch to the complete post mode (by clicking "Add reply") and clicking the "Add Image" icon.
