1) Individual coats, hats, wristbands etc. Pokemon might be assembled with multiple pieces so it's easier to do the customization, but I'm not quite sure. Really, this'll be up to the programmer once I find one.

2) I can't really explain, but I'm hoping to get more of a 2nd-3rd gen feel, rather than 4th.

3) No. Zangoose is far too mighty to need an evolution.

4) Attacks are assigned to the numpad; putting the main controls on the arrow keys will force you to put your hands close to each other, which will make it incredibly difficult to control your character or your Pokemon. Also considering there are specific button combinations that are supposed to be next to your movement keys for easy access.
However, if you own a gamepad, it'll just be a lot easier to play anyway because you can configure Xpadder to input your button commands and act on them accordingly.
Controls will also be mappable(changeable), so I wouldn't worry on it that much anyways.

Made a character a while ago, but it's in D/P style-

Absolutely.
Just need a ref (might be slightly altered to look more like a Pokemon Trainer if you haven't done so already), a team (include one favorite), and a "general" level(nothing precise).

Cool, just wanted to be sure if it was enough.
Scizor (lv. 40-50) as a favourite (and only pokemon if you like), but if you want more then add an Absol (lv. 40-45) and a Luxray of the same level.
I don't remember all the trainer kinds, so just use what you see fit with the looks.
I'm okay with Lucho for the name.

I say ditch the numpad for attacks idea in favor of a control type people who use laptops can still play.

Cool erm, i'm not sure which pokémon you're using though and which ones you aren't. Just tell me if there is a problem.

Haunter, Crobat, Sneasel, Crabby, Scyther and Murkrow would be awesome.
Level doesn't matter to me, wherever they best fit.
Oh yeah and my ref is just Hip-Hop Goron so maybe i should use a picture of myself.
Anyway i'd love to help with anything other than spiriting.

The legs are a bit too thick for the style, but yeah you've got it for the most part.

Glasses might also be too close-together, it looks a bit odd.
