Well, this is my first time actually taking sprites and stuff and stuff from a rom and whatnot, and I got the palletes and the tiles, but really have no idea how to assemble them... Help would be appreciated plz?

I had the same problem and decided to make a re-rip of the boss (Lunar SSSC). Best tool for this: Animget~

I would do something like that, but since this is a fighting game, to get every animation, I'd need to actually perform every combo move (and I suck at doing such)

Also, as it turns out, that sheet is missing a few tiles of the head (which I found in the middle of the ones for LipSyncher)
