Looks like all you did was take a picture of a cow skull and paste it onto another photo and blur the hell out of it.

thats pretty much all it is, just change the cow skull part with a horse skull though

What you should try doing is blurring the hell out of it, then enhancing the detail/sharpening it and maybe messing with the exposure, r/g/b/, etc.
