I think, I've got the stubbyness of the leg taken care of, but I really didn't know what else I could do for the dot on Megaman's helmet, other than to switch it back to the one on the older version, and see if it worked with the new face.
I edited the face/head a little.

Protoman for alt? I know, "no diff chars", but they're the same Robot model (DRN), they're considered brothers, and the person who was the REASON Megaman was created really deserves a role.

He can have a red/black alternate pallete, but thats as close to Protoman as we're gonna get since costumes can't be different characters.

Seriously, this Megaman is just so ugly and out of style that not only I did an entirely new one, but I had to create a sillhouette out of this older one (for size reference), because it was just so ugly that I couldn't stand looking at it and had to erase it somehow.
I also changed the pose. I see you guys were trying to give him his Marvel v.s. Capcom pose, but I aimed for a Megaman 8/Megaman & Bass one, mixing a bit with Megaman 7.
I was also thinking, maybe his size should be reduced to 75%. He seems a bit too big and large compared to Mario. But after 1 hour and a half straight working on it, I'm tired of working on Megaman.
I like the head for the most part. The rear arm and head placement are the two biggest problems I see.

Okay, I think I nailed Megaman's size right, and his arm. Dunno about the head though.
Shift the head back a pixrl. And yeah, the arm still needs a bit of work.

His right (our left) shoulder is too high.

He looks kinda' fat. But that's Megaman! Try the first head on the new body.

I got it
I thought it was his other arm, because in my first Megaman it was a bit distorted.
But, as I said, I was basing his pose on Megaman 8/Megaman & Bass AND Megaman 7. His shoulder is like that on his Megaman 7 pose, look:
I think it looks good like that, but if you guys still want me to change his pose, I'll work on it later.

in fact, the Mario sprite seems to be less defined light-source wise than megaman. I guess what gave you that impression was the shinyness of his armor. I did a small tone down on his left side (our right side)'s brightness. (check after the response on the below quote)

I thought the second Megaman had a smaller head, but I just noticed it's the same size. The new one has a bigger helmet, and the older one has a larger face. I tried the first head, but it makes him look big-headed IMO. Decide whether you want him with the first or the second head:
