I admittedly don't know who the heck Agitha is because I haven't beaten TP but it's pretty obvious why Fi would be playable (especially considering that Midna is as well)
...she's kind of your sidekick. Anyway as I said in my post, every Zelda game has its small share of characters who would count (in OOT that's the Sages and maybe one or two other people but the rest of the characters in that game are completely irrelevant and not fleshed out plot-wise) but from what I've seen and heard, TP and Skyward Sword have the most variety of fleshed-out characters to choose from. Plus they're the most recent, so... Even Smash Bros favors its more recent characters over the older, more obscure ones.

It's too bad game companies don't always use the assets they used in previous games. Smash Bros. and Zelda are a little better about not doing this, but I say the biggest offender is the Mario series. The games like to stand by to the characters and assets established in the first four or five titles in the series and occasionally use assets from the recent games. Sadly, they hardly ever touch the RPG games, which are chalk full of ideas that would be neat to see in a mainstream Mario game.

I'd also argue that TP and OoT are actually similar in "style" (i.e., how they have a more serious "tone.") In fact, the Great Fairy's design shown is clearly from OoT, and the Majora's Mask moon has been shown as well. It's too premature to say they are favoring Twilight Princess and Skyward Sword over the other games just because they haven't shown characters from such games yet. If they were seeking only the most fleshed out characters our cast would consist almost entirely of the majority of the NPCs from Majora's Mask.

Let me get this out there right away though: I don't think Agitha is one of those NPCs, she's just a popular quirky character from that game that fits the archetype of "quirky girl character" that this company loves in their games. There are moments in Twilight Princess where the characters felt like they had more feeling and emotions than in Ocarina of Time. Granted, this can easily be attributed to the limitations of the N64 in that regard, but in Twilight Princess there were a lot of moments where characters reacted emotionally to what was happening around them in the story. I can't remember the exact locations or dialogue at the moment as I'm recovering from what's essentially a 2-day coma, but stuff that comes to mind is how characters react to being terrorized by forces of evil throughout the game. In Ocarina of time it's like "Oh noo, our town is fulla zombies now, let's move to this place ten feet to the left where for some reason we're perfectly safe for seven years." I noticed a scan that had Link with his Ball and Chain and Zelda with the Wind Waker? Link and Zelda also have their outfits from Skyward Sword, too. This game continues to get weirder and I love it. But let's step away from the Wii Zelda games and move onto some older characters. Or, Link Between Worlds. I'm cool with either.

Let's have the Happy Mask Salesman here. He could equip different masks that grant him new playstyles (a Gerudo mask could make him more like a Gerudo Warrior, for example, and the Keaton Mask could make him feral).
