We've got the beginnings of one.

I like the way this is turning out. Great job

Is this better? I recoloured Fish's one more to the colours of Deoxys in the games.
Also, I have some ideas for Deoxys' moveset: Up B: Extremespeed: (becomes Speed Frome) Like Pikachus Up B, but with longer range > B: Zen Headbutt: (attack forme) (can charge a little bit) Runs a short distance and headbutts anyone in the way (think Ike's > B), but if he misses, he slips over onto his front B: Psychic: (just Normal Forme) Deoxys shines a couple of little lights that spins around him, one clockwise and one counter-clockwise, and if an enemy comes into contact with Deoxys' light, Deoxys flicks out his wrist, the enemy is then held in front of deoxys, and throws them in the direction that the user tells Deoxys to. Unlike a Grab move, this throws the enemy further, and Deoxys dosen't let go after a certain time Down B: Counter/Mirror coat: (becomes Defence forme) Deoxys coats himself in a large circle similar to that of Gardevoir. If an enemy lobs a projectile into the circle, Deoxys slams it with his arms and returns it, doing double the damage to the enemy. Or if an enemy hits deoxys in the circle Deoxys slams them too, doing double the damage they would. However this attack is very short and dosen't last at all long (about half a second I'd say) Final Smash: Meteor Mash?

Extremespeed is already part of Lucario's moveset but I can't really think of anything else besides Teleport. Maybe Agility? Aerial Ace(even though he can't learn it normally)?
Zen Headbut sounds more like a power attack which seems more suited to his neutral B. That, or to make it more original, we could give him Drain Punch, even though he can't learn that normally. It would deal damage to the opponent and heal himself for a little. Side B I was thinking it could maybe be Zap Cannon. Deoxys fires a ball of electricity that goes forward in a random direction every time you use it relating it to it's inaccuracy. If it hits, it will shortly paralyze the opponent, giving Deoxys to pull off another strong attack. I imagined Down B to be a shield move. It'd have similar properties to everyone's normal shield that shrinks over time but it would shrink faster and wouldn't regenerate as fast. It would probably do what Aura posted or something similar. Final Smash... I dunno. I'd say Hyper Beam, but that'd be too much like Lucario's. So, I don't really know.

Up Smash: I dont think someone as kick-ass as Deoxys would benefit from using Agility, as it is an early-learning move. However Teleport or Aerial Ace could work. I chose ExtremeSpeed because a lot of people like their Deoxys to know something like ExtremeSpeed, as it is so powerful and fast
Side B: Well, I liked the idea of Deoxys being a fighter that can move a lot, and it just seems weird if deoxys is using moves similar to Starfox's side B for the neutral B neutral B: maybe that could be Zap cannon instead? or do you lot like the idea of Psychic? Down B: Heck, I was running out of ideas, so any move is fine Final Smash: well, it could be kinda be like the pokeball move from Brawl, but this time around you can move from side to side, rather than rotating like Lucarios FS. Yeah, it's similar, but I dont know what else to do, unless you lot have an idea on the matter

Didn't Deoxys have some kind of signature psychic attack? Psycho boost or something, it was his signature attack. That would make a good final smash, right?
Thats what I was thinking. He could use Psycho Boost and pull a Giga Bowser. He could turn into Attack form and all him attacks a way stronger and have much more range.
As far as how Deoxys plays, I kinda think it would be cool to have him as a composite character of sorts. Not a direct clone of any one character mind you. Example: ^B Zen Headbutt (Normal Form)- Works a bit like a combonation of Fox's and Pikachu's up B. He will charge in a direction for a good distance, and if you hit another direction, he will pause halfway through it and go in that direction like Pikachu. <>B Super Power (Attack Form)- This is a charge attack. The charge can be broken up into 4 parts. each part adds one of the 4 tentacles to what will in the end be a stab like punch. The less tentacles in the punch, the faster the charge and punch, so you have to consider speed versus power. vB Mirror Coat (Defense Form)- Curls and creates a shield like bubble that, upon appearing will shrink very fast, after which he will swing his arms out. The bubble will reflect thrown objects, the exit will send items on the ground flying, as well as hurting anyone close enough. B Night Shade (psychic?) (Attack Form)- Does that attack from the movie. To add a twist to it from being another boring energy charge attack, you could also aim it a bit like Snake's guided missile, but with less over all control So kinda like Pit's arrows I guess). I figured his running A attack could be a Slash like attack with Speed Form.

I mean you could use it that way, but Giga Bowser and Warioman already use that idea. I really like your ideas for his other attacks though. I don't see problems with them.
Huh... not sure why I though it was a stat booster.
Well, I still think Psycho Boost would be the most logical final smash. Hmmmm... Mayber her could go to the top center of the stage and send out a sweep of energy orbs from the left and from the right / \ / \ like this One at a time though, after which he will unleash a huge energy orb crashing straight below him into the stage. Not only is it a flat out strong attack, but it makes it tricky for the opponents who are being swept into the center by the opening blasts. EDIT- You could probably control his left and right movement while he's doing the "sweeper" attack, and he stops where he is during the final part.

Chaoxys, I like the Psycho Boost idea you had. It would be cool, but that's not how it looked in the game.
http://www.youtube.com/watch?v=VHy9tkXurUk Go to 1: 38. He makes a vortex, and when his dissipates, a vortex appears on the Salamence. Now, we can't have a vortex spouting out of everyone when he does this, because it only hits one pokemon with it, in which I like to call it a directed attack. Instead, I was imagining Deoxys appears to go limp (for the creepy/ psychic effect) and hovers to the middle of the stage. The stage dims, and Deoxys' eyes, forehead and chest crystals start to glow. A vortex (a bit stronger than ZZS') starts to form a good distance around Deoxys. The vortex will start to shrink. Whether or not character is dragged in doesn't matter, Deoxys will start to curl up into a ball. When the vortex is near closing around Deoxys, he will suddenly flings out his arms and legs, and three rings of psychic energy will shoot outward (similar to Tabuu) from Deoxys. ... Too much?

A bit, though it could work if it was relatively quick.

Okay, PBR used a lot of pointless and unfitting visuals. I mean heck, Volt Tackle was a wimpy little tackle with a couple of small sparks.
If you watch it in the main games, there is indeed a swirl followed by a bunch of orbs all over the place. http://www.youtube.com/watch?v=XHZd4n79Ee0 Here's an alt idea based from my first one. He sends the two sweeper waves of orbs then, instead of dropping a giant orb, he spawns a psychic twister which launches anyone in it straight up and off the screen.

I see the orbs, but the vortex only formed around Deoxys and the orbs homed in on the pokemon. So I guess it's either your sweeper/giant orb (or twister) idea or the vortex/ring idea?

Deoxys could always clone himself and then fire off Psycho Boost in X amount of directions.
