Rokudenashi Blues does have a fighting game part but I think the main game is something else as well... There's another game with a similar thing called Bastard!! (before anyone calls out, that is the name of the game). Hmm...

Oh and before anyone asks, I actually had a look via screenshots and in some cases actually playing the game or port of said game. Didn't use Wikipedia one bit.

All I can think of is Shaq Fu, which is an SNES fighter that also has a genesis port for some reason.

Nope, the main Mega Man series games are just platformers (I guess you could call them "run-&-guns" too, if that's the right term).
Besides, only two games out of that series are for SNES (Mega Man 7, Rockman & Forte).
