the truth i really dont know, i guess thats the cartoony way earthbound and smash bros does it.

i Tried making an alternative taking soulcalibarfans' suggestion if the hair bothers people that much.
and edited it slightly

Its not really the hair just stickning out, the entire cap is supposed to be fried. The "Hair sticking up" are realy the tears in his cap.

The reason why it wasn't help was because it seems that a running animation was already done(which I didn't notice...)

I decided to help out with the project so i can improve my spriting.
I attempted the head and arm movement of his down smash.

The main thing i see wrong is the back arm.
So before i make the rest of the body move I wanted some C+C.
Oh and I am not used to this animation program and that's why its so fast.

Hat doesnt turn as much as the head yo yo animation is a little choppy and abnormal, legs could be better positioned imo, and like you said the back arm i think it could go down more not coming out of the back of his neck.
mabey it could be visible only in the last couple of frames peeking out from behind the back pack

EDIT: oh yeah and uper body (torso) could turn a bit more not just the backpack, also try to use less extremes on the angle his head turns.

im not sure about the imageshack thing,
Does the backpack change from yellow to red?
also i like the held back part of the yoyo it could be a charge attack,could you also make some frames of him starting to use the yo yo not just when its out, also shading on the hat changes as frames change.
But it is an improvement.

EDIT: I just compared it to the other sprites and he looks smaller in this animation
